In education, Semantic Web will impact the knowledge construction, personal learning network maintenance and personal educational administration which lead to development in education as it is the part of industrial 4.0 (Ohler, 2008). Semantic Web brings outcome to online instructors and students, as it changes the teaching and learning environment. Ontologies as knowledge representation will allow intelligent student to search for learning material that is relevant to the student’s needs by providing links the student needs and characteristics. The e-learning 3.0 derived from Web 3.0 and it will use artificial intelligence to assist students to obtain a better understanding and became quick leaner of the learning process (Rubens et al., 2011). Pedagogy is a tool that provides e-learning via collaboration, cooperation and communication, and conditional learning methods will be available (Beetham and Sharpe, 2007). The learning theories for e-learning 3.0 include pragmatism and connectivism. Connectivism allows learning to be distributed within a network which makes them to access more quickly same as their expectation. E-learning 3.0 serve better integrations, smarter search, more customization and flexible technology, better support distance learning, better student engagement and best support for mobile technology. On the other opinion or definition, Education 3.0 refers to authorize the learning to the students (Rahmat and Osman, 2012). In 2007, Malaysia Higher Education upgrade from Education 1.0 to Education 2.0 when the Malaysia Qualification Agency Act was Parliament. Due to the changes, the role of professors(educator) has changed and Malaysia focuses on producing entrepreneurial graduates which can create a lot of innovation product and services. Therefore, to provide more productive graduates, Education 3.0 offers students flexible learning activities and a varied opportunity to learn, modernize, collaborate and discover independently. The heart of Education 3.0 is the independent knowledge search and global cooperation (Rahmat and Osman, 2012). Through Education 3.0, students will have an active learning and choice, and a strong sense of ownership of education. The technology that will be embraced by Education 3.0 is the personal distributed learning environments that comprise a selection of applications.
